Post Out of State Hunter --New Virgina carry permit law issues??
As i understand it, Va has new regs that effectively do not recognize validly issued Out of State carry permits if the subject state has requirements that are less stringent than those of Va….i saw this list--As of February 1, 2016, concealed carry permits from the following states will no longer be recognized in Virginia; Alaska, Arizona, Arkansas, Delaware, Florida, Idaho, Indiana, Kansas, Kentucky, Louisiana, Minnesota, Mississippi, Montana, Nebraska, New Mexico, North Carolina, North Dakota, Ohio, Pennsylvania, South Carolina, South Dakota, Tennessee, Washington, Wisconsin and Wyoming.

So i' m out of state from a listed state and want to travel to hunt in Virginia ( or travel through or around in Va) with a long gun(rifle or shotgun). What does the new Va regulations on "Out of State firearms carry" mean for me? Can l travel to, or through or around in the State of Va with a shotgun /rifle in a case zipped shut and be in compliance (assuming I am not registered sex offender, convicted felon not a mental patient,etc )?? Does the out of state carry prohibition in Va only apply to pistols? thanks

GN, that is my understanding that it is for concealed carry of a pistol/handgun.

A lot of folks I heard are up in arms (so to speak) about this decision.

I am contacting Congressman Whitman after the holidays concerning this action and find out what prompted this and how it may effect VA permit holders traveling to other States.

It will probably start off as handguns/pistols then Mr. or Ms. Gun banning politician will stick there foot in the door and next it will be semi loaded rifles and shotguns. Isn't this how all these things start out.

On a side note, I suspect Cabelas in Bristol sorta wish they had chosen the Tenn side of Bristol for their brand new store there.

I believe nothing has changed except that your OOS CCW from the listed states are not valid in va. I posted this in a post a friend had on the subject:

Why not? Who are these people? They are the ones who voluntarily submitted to background checks. They said look at me , check me out ,I am a good citizen, I obey the law. They are judges , lawyers, prosecuters, retired law enforcement, battered women with restraining orders, decorated veterans, Women alone travelling at night. Yes let's tell all who wish to visit, vacation or travel through our state that you take your chances. When the governor travels to these other states he takes the State Police with him!

What has changed is that those of us who carry our concealed handguns in those 25 states can no longer do so when they return the favor and don't respect our permits.

I'm going to get my Utah permit which will get me the states and then some but still. It's a feel good, do nothing, political move that won't stop a single criminal from carrying.

Agree with several responses above that this is the miserable work of an anti-gun AG who will do what he can to stick it to gun owners, facts be damned. As to GN's original question, no concealed carry permit is required for residents or non-residents to have a shotgun or rifle, or for that matter a handgun, in a vehicle as long as it is not concealed, or at least that's my understanding (not a lawyer).
