I use a "greenie meanie" scotch brite pad on the tip of my striker when it gets a build up going. As for the slate surface I will resurface with some sandpaper once in a awhile but usually just use the greenie meanie.

Should I use it over the whole thing and the tip of the striker?

Don't know if this is the right thing, but once a year, about a week before season, I run an alcohol pad over all my slates and strikers. Once dry, I follow with the Scotch pad as TScott suggested.

I use scotchbrite on slate and fine-grit (200 I think) sandpaper on wood striker. Rubbing the slate rapidly with scotchbrite no only roughs up surface, the friction will warm it which dries off the early morning dampness.
I have a piece of scotchbrite glued to the back of a piece of sandpaper for convenience.
